Privacy Policy — MediCare Navigator USA

Last updated: 11 June 2026

Not a government service: MediCare Navigator USA is an independent app and is not affiliated with, endorsed by, or sponsored by the U.S. government, the Centers for Medicare & Medicaid Services (CMS), or the federal Medicare program. “Medicare” is a U.S. government program name used here only to describe the subject the app explains. The official Medicare website is Medicare.gov.
Important: MediCare Navigator USA is an educational tool. The explanations, calculators, comparisons, and AI guidance shown here are not enrollment, plan recommendations, or offers of coverage. The app is not licensed as an insurance broker, SHIP counselor, or CMS official. Always confirm specifics with Medicare.gov, 1-800-MEDICARE, or your state SHIP office (free 1-on-1 counseling) before enrolling, disenrolling, or making any commitment.

About this app

MediCare Navigator USA helps US seniors and caregivers understand Medicare. It provides: a Parts A/B/C/D reference, 5 eligibility paths (age, SSDI, ESRD, ALS, spouse), a 2025 cost reference + IRMAA premium calculator, an Original-vs-Medicare-Advantage comparator, all 6 enrollment windows (IEP/AEP/SEP/GEP/MA-OEP/Medigap-OE), a coverage reference (what's covered, what's not, 5 common surprises), 5 Medicare Advantage plan types (HMO/PPO/PFFS/SNP/MSA), 8 Medigap supplement letter plans, the 6 2025 IRMAA brackets, a ~35-term glossary, and an AI Q&A. Everything except the AI Q&A runs entirely on your device.

AI generation (Pollinations) & PII protection

The AI Q&A sends your typed question over HTTPS to Pollinations, our text-generation provider. Before sending, the app automatically scrubs:

We do not attach your name, device ID, advertising ID, or any account identifier to the AI request. We have no servers; we do not keep a copy of the prompt or the response. AI responses are streamed back to your device and displayed in-app only.

System prompt: the AI is instructed to (a) speak in plain English with US examples (Parts A/B/C/D, Medigap letter plans, IRMAA, IEP/AEP/SEP/GEP), (b) always note that the answer is educational and not insurance/legal/medical advice, (c) never invent specific premiums, plan availability, or coverage decisions for a beneficiary's ZIP, (d) ignore any sensitive details a user might include and answer the general question, (e) refuse to help with Medicare fraud — fake disability, MBI misuse, lying about residency/income, forging records (42 U.S.C. § 1320a-7b is a federal crime), and direct users to legitimate paths like Medicaid dual-eligibility, Medicare Savings Programs, Extra Help (LIS), and SHIP counseling.

2025 costs & IRMAA data source

Standard 2025 Medicare costs (premiums, deductibles, MOOP cap, Part D out-of-pocket cap) and the 6 IRMAA brackets are taken from the CMS-published 2025 figures. The Part B premium calculator uses these brackets and your input MAGI (modified adjusted gross income). SSA always uses your IRS-reported MAGI from 2 YEARS prior to determine your IRMAA tier — that 2-year lookback is built into the explanation. If you had a Life-Changing Event, the app explains the SSA-44 appeal path. Verify your specific IRMAA on Medicare.gov.

Permissions the app requests

The app does not request location, contacts, microphone, camera, notifications, SMS, or storage.

Advertising

MediCare Navigator USA shows ads provided by Google AdMob. Google's advertising SDK collects and processes limited data — for example, your device's advertising identifier and approximate IP-based location — to serve and measure ads. This is governed by Google's policies:

If you live in a region where consent is required (the EEA, UK, Switzerland, or a US state with applicable privacy law), the app uses Google's User Messaging Platform (UMP) to gather consent, and sets npa=1 (non-personalized ads) by default so it stays compliant with GDPR / UK GDPR / CCPA. You can re-open the privacy-options form any time from Settings.

The AI's "Deep mode" is gated behind a rewarded ad: you choose to watch a short video to unlock a longer, more detailed answer. You can always use the AI in standard mode without an ad.

External links

The app opens external resources (Medicare.gov, shiphelp.org, etc.) in your phone's browser (Chrome Custom Tabs). MediCare Navigator USA is independent — we do not act as a broker, do not receive a referral fee, and do not transmit any of your input to those destinations.

Children

This app is targeted at US adults (the Medicare-eligible population is 65+ or disabled); it is not directed at children and is not classified as a "family" app on Google Play.

Disclaimer (repeated, because it matters)

MediCare Navigator USA provides educational reference material and AI guidance only. Nothing in the app is enrollment, a plan recommendation, an offer of coverage, professional insurance advice, legal advice, financial advice, or medical advice. The developer is not licensed as an insurance broker, SHIP counselor, CMS official, or healthcare provider. The AI Q&A cannot enroll you, compare specific plans in your ZIP, appeal an IRMAA decision, or speak to CMS or an insurer on your behalf. Always consult Medicare.gov, 1-800-MEDICARE, your state SHIP office (free), or a licensed Medicare insurance broker before enrolling, switching, or relying on any plan.

Medicare fraud is a federal crime

Submitting false information to qualify for Medicare benefits, using another person's MBI, lying about residency or income, forging medical records, or any kind of identity misuse is a federal crime under 42 U.S.C. § 1320a-7b. The AI Q&A refuses requests for these by design. If you don't think you qualify, ask the AI about legitimate paths instead: Medicaid dual-eligibility, Medicare Savings Programs (QMB / SLMB / QI / QDWI), Extra Help / LIS for Part D, or free SHIP counseling in your state.
